Embroiled in a related incident where, instead of the school using IT technology
to do targeted searches, they decided, apparently on a lawyer's advice, to farm
out open records requests to the teachers, even though the email folders exist

Except that they decided not to be consistent about it, and my third
request was apparently done by the server-but the teachers have not yet been
told they're not doing ALL email open records requests AND the first one is
being punted to the AG, asking if they really have to supply me certain emails
(I do not know their criteria for withholding yet). I wonder why 2 of my
requests didn't go to the teachers, not that they should have EVER since the
technology is there to do efficient server searches.
