The problem with relying on TIF's for funding is that they are one of the
primary reasons for our budget shortfall. Largely because TIF's divert property
taxes that would normally go into the general fund to pay for...Oh I don't know
say, parks, streets, swimming pools...Ya think! Companies who are the largest
beneficiaries of TIF funding (and tax abatements) never produce what they
promise....can you spell "Cabela's?" I'm still looking for the 6
million tourists promised by Moncrief!

This so called "streetcar" is
little more than a tourist attraction, and once again Rosedale gets the nod when
everyone knows the greatest ridership is along E. Lancaster.

Now we find
ourselves in a jam because council members would not listen a few months ago and
continued to push for the grant funding.

Louis McBee, I never heard you complain about the $1 Billion dollars squandered
on the Grapevine Funnel boondoggle - which adds no additional miles of new
highway - we could have built an 18-Line, 100 mile, streetcar network in Fort
Worth at less than half the cost. Then, the *interest alone* on the remainder
would more than enough to pay to operate the entire system forever, and carry
all passengers for free. Even with all that, we'd still have several million
dollars left over as a refund to the taxpayers.

It amazes me how many people simply do not understand how TIFs work. TIFs are
established for a limited time period (typically 20 years) as a financing
vehicle for public infrastructure projects that will support economic
development in (typically blighted) areas that sorely need it. Cabellas is the
exception, not the rule.

For areas like Downtown (TIF established in '90s),
the Near Southside, and Lancaster, TIFs are used to finance infrastructure that
will support redevelopment and allow the area to be a strong contributer to the
local economy (thereby supporting not hindering the general fund). TIFs are used
to finance these projects specifically so that they DO NOT HAVE TO come out to
the general fund.

The streetcar (and the new development that it will support)
is as clear an instance as you can hope for for when TIFs are helpful. You want

People seem to forget, you build a monument ... you have to maintain that
monument until hell freezes over. That is exactly the problem with the current
Fort Worth budget ... to many monuments to maintain has buried them in red
ink.
